Randall Carroll served 34 years as a law enforcement officer in positions including Military Police Investigator, Police Officer, Corporal, Sergeant, Training Sergeant, Investigations Sergeant, Lieutenant, Captain, Deputy Chief, and Police Chief. I retired as Chief of Police from Bellingham Washington in 2008 and was with Seattle University as Director of Public Safety for one year (2011) on contract.
Some of the specialized assignments during my career included, Internal Affairs Investigator, and Internal Affairs Director. As a Lieutenant I was assigned the task of rewriting the Bellingham Police Department policy manual to achieve Washington State Accreditation. I continued as Accreditation Manager through five cycles of accreditation. I was also an Accreditation reviewer for the Washington Association of Sheriffs and Police Chiefs and inspected several other agencies in Washington State seeking accreditation. As Deputy Chief of Police and Police Chief, I was responsible for the oversight of Internal Affairs which included both administrative and criminal violations, and the administration of discipline.
Since 2000 I have worked with the International Association of Chiefs of Police (IACP) as faculty member and consultant for the National Law Enforcement Leadership Initiative on Violence Against Women. The IACP is described as: “the world’s largest and most influential professional association for police leaders, is committed to advancing the safety of communities worldwide.”1
My work with the IACP has included consulting and training on the development and delivery of training curricula, development of law enforcement agency assessment tools, national publications, leadership strategies, and reforms for effective response to crimes involving violence against women, gender-based violence, gender bias prevention, and early warning signs, prevention, and accountability for police perpetrated domestic violence and sexual assault / misconduct. I was appointed as a consultant to the Policy Center at the IACP and was appointed to the IACP Executive Board. I assisted in developing and co-authoring Model Policies on a plethora of subjects, preferred practices and discussion papers that were developed with staff and colleagues.
Since my law enforcement retirement in 2008 I have been providing consultation and training as a subject matter expert on policy development and accountability, domestic violence and sexual assault, and other crimes involving gender-based violence, including police perpetrated domestic violence and sexual assault / misconduct.
I have provided consultation and training to law enforcement, victim advocates, prosecutors, higher education, and private sector businesses. I have engaged in approximately 150 consultations and training projects, throughout the United States and Internationally in Japan, Germany, France, England, Russia and the Republic of Georgia
I am a subject matter expert and advisor for numerous organizations including the International Association of Chiefs of Police, Office on Violence Against Women and the Washington Association of Sheriffs and Police Chiefs.
In 1999 I collaborated with law enforcement, advocacy, prosecutors, and the community in forming the Bellingham/Whatcom County Commission on Domestic Violence. I trained with Praxis International and conducted two Safety and Accountability Audits in Whatcom County (2003 & 2007) in collaboration with The Bellingham/Whatcom County Commission Against Domestic Violence. As Vice President of the Washington Association of Sheriffs and Police Chiefs I was requested to share oversight responsibilities for the outside investigation of Chief David Brame, Tacoma Police in a yearlong (2003) homicide/suicide investigation.
I have provided litigation consultant services to Washington County, Oregon, Kulshan Law, Bellingham WA, Coppinger-Carter PS, Bellingham WA, Clackamas County OR, Zarzaur & Schwartz PC Birmingham, AL, and Adams, Landenwich, Walton PLLC, Louisville, KY, to provide litigation consultant services on federal, state and county level court actions. I review case files, depositions, policies, practices, and rendered opinions and reports in addition to providing depositions on cases.
As part of my consulting and training specific to police policy, culture, and practices, I am involved in the review of ongoing cases, and asked to advise and guide investigators and law enforcement agencies in efforts to enhance accountability.
I have spent considerable time throughout my career staying current on the law enforcement profession and leadership. This has included the research, review, and study of numerous case examples of conduct, news accounts, model law enforcement policies, law enforcement executive guides, information, and other related research and publications.
I am a graduate of the 160th Session of the FBI National Academy, the FBI Law Enforcement Executive Development Seminar, returning to LEEDA as a counselor and consultant.
